Why the bags are unfilled

The City hands out empty sandbags, not filled ones. Filled bags are heavy, spoil fast, and the City can't store and transport them efficiently. You bring the sand and fill them on site or at home. It's more work, but it means bags are fresh and shaped to your doorway when you place them.

How to fill and place sandbags

  1. 1

    Fill halfway

Fill each bag about half to two-thirds full with sand. Overfilled bags don't stack or seal gaps.

  2. 2

    Fold the top

Fold the empty top under the bag so it lies flat. Don't tie or stitch it — the fold holds it.

  3. 3

    Stack like brickwork

Lay bags in a staggered row, overlapping like bricks, with the folded end facing the water.

  4. 4

    Place at low openings

Stack at doorways, garage entries and low vents. Sandbags divert runoff — they don't hold back a full tide.

  5. 5

    Watch the next tide

Check bags before the next high tide and restack as needed. The city expects more high tides November through January.

Frequently asked questions

Unfilled. The City of San Diego hands out empty sandbags at its pickup sites, so you need to bring and fill your own sand. Bring a shovel and plan for the weight — a filled sandbag is heavy.
